The Personnel Board serves as an advisory board to the City Manager on matters concerning personnel. The Board conducts public hearings on employee appeals on layoffs, suspensions, demotions, or removal for more than 10 days.

The Board has the power to subpoena officers and employees of the City and other persons to testify and to produce documents and other effects as evidence.
